Court: Man used video to stop car

A man who reportedly told police he used a social media video to mimic squad car lights and stopped a vehicle in Arcadia has been charged with a felony.

Angel Noe Mendoza, 17, of Independence, is charged with felony false imprisonment after he allegedly placed his phone playing the video against his windshield and caused a driver to pull her car to the side of the road on Third Street in Arcadia. Mendoza is also charged with misdemeanor impersonating a police officer. He was released after signing a $5,000 signature bond.

The driver of the stopped car told police that after the car allegedly being driven by Mendoza pulled away after the stop, the driver pointed at her and laughed, court records say. The driver of the stopped car and Mendoza were not acquainted, the criminal complaint says.
