Trempealeau village, town amend pool reciprocity agreement


 

 

This summer, those living in the Town of Trempealeau shall once again be able to pay the resident rate at the Village of Trempealeau’s pool. However, the process to do so will be a little different.

The Trempealeau village board approved an amendment to the village’s reciprocity agreement with the Town of Trempealeau during their meeting last Thursday. The village and the town entered the agreement last summer allowing town residents to use the village pool at the same rate as village residents.

However, there were sometimes long lines to get into the pool due to the address verification process for town residents.

“We agreed to that reciprocity agreement last year with the Town of Trempealeau and it worked out really well,” said Village Administrator/Finance Director Isaac Pooler. “But it caused some frustrations during open swim with long lines just because our cashiers had to verify the address for the town residents to make sure they were eligible for the resident rates.”

Pooler explained that the solution they came up with was a voucher system. Town residents interested in using the pool at the village resident rate will need to go to the town clerk to purchase vouchers that act as daily passes. For example, buying five vouchers from the town clerk would allow a single person to use the pool on five different days or a family of five to all use the pool together once.

Town residents who do not have a voucher won’t be able to have their address verified by pool cashiers and will need to pay the full non-resident price without a voucher.

The voucher system only pertains to daily passes. Town residents looking to buy a seasonal pass need to fill out an application that will be processed by the village.

By implementing the new system, people should be able to get into the pool quicker since the town clerk is now responsible for address verification beforehand and cashiers only need to take the vouchers.

The village will then send the town monthly invoices based on the total number of vouchers they receive from town residents for daily use of the pool.

The village board unanimously approved the amended reciprocity agreement — which was already approved by the town board in February — at last week’s meeting. Additionally last Thursday, the board approved Ava Roessler as the pool manager for the upcoming summer season. Roessler was the pool manager last year as well.

Going forward, the village board will use a consent agenda during its regular monthly meetings to help streamline routine matters that are approved each month with little to no discussion.

Village Clerk Kathy Peterson said the reason for bringing this forward was to improve meeting efficiency by combining “routine, non-controversial or technical items” into one agenda item that can be approved together in a single package rather than requiring votes on each one individually.

Consent agenda items could include things such as committee reports, previous meeting minutes and financial updates.

“Any trustee can request to have any item in that consent agenda brought out into the regular agenda for discussion if they have questions on it or want to discuss it further,” Peterson said.
